Test Emails (Email Templates) do not always render variables or conditional blocks.

Users want to use the ‘Send Test’ functionality to verify the appearance of the email template to the client/agent however the variables and blocks within the template do not always render. Can there be a way to allow the user to select specific service types for scenario based testing and for variables to always populate when using this function?
