Solar report integration (alternative route; not blocking launch)

The solar report integration is in progress via an alternative approach. If it is not ready by launch, teams can go standalone without it (inspectors may be annoyed but operations are not blocked). The "weak" option of sending data out and having the partner email back is not viable due to API/security constraints.

Why it matters: Sets expectation that solar is quality-of-life, not go/no-go for standalone.
