Set request fee (or no fee) per service instead of only per inspector

When an inspector is marked as “requested” on a job, a request bonus is applied. Right now that behavior is global per inspector, but some services are marked as a request for tracking only with no extra charge to the client and no bonus to the inspector. Users want to control request fee (or “no request fee”) per service so they can avoid paying a bonus on non-core services while still tracking the request.

Why it matters: Aligns pay and billing and avoids manual payroll corrections.
