Select multiple inspectors for a recurring event

Users want to be able to assign more than one inspector to a recurring event (e.g. a weekly block that applies to several people). Right now they're limited to selecting a single inspector per recurring event, which forces duplicate setup when the same recurring block applies to multiple inspectors.

Why it matters: Schedulers need to create recurring availability or blocks for several inspectors at once; having to create the same event repeatedly is slow and error-prone.
