Search for tags when adding them instead of scrolling through the full list

Users want to search or filter when adding a tag to a work order or contact so they can find the right tag quickly instead of scrolling through the entire list. This is especially painful when on a phone call or when there are many tags in the system.

Why it matters: Schedulers and client care add tags frequently; scrolling through a long list slows them down and makes it harder to pick the correct tag during a call.
