Roof section: fix signature overlap, yes/no display, and show secondary roof only when used

Users have reported several issues in the roof section: the roof content is pulling into the area designated for the inspector's signature; unanswered questions that default to "NA" in the HTML version are confusing and may be better left out; questions answered "no" are incorrectly displaying as "NA" and need to clearly show "yes" or "no"; and the entire secondary roof section is being included and displayed as "NA" even when there is no information—it should only populate when the secondary roof is checked or information is entered.

Why it matters: The roof section and signature area need a clear layout, accurate yes/no display, and conditional display of secondary roof so the report is not cluttered or misleading.
