RIA allows next-day order after cutoff

An online order book in RIA was available at 7:20 PM for 9:00 AM the next day, even though the Next Day Cutoff Time is set to 2:00 PM.

Reported behavior suggests the current settings may be incorrect or not being enforced as expected.
