Reschedule job locks unrelated inspector

Internal users get an error when trying to reschedule a job because the order is locked on an inspector who is not associated with the workorder.

When the inspector on the workorder is locked, rescheduling shows available slots for that inspector. The issue is to determine why an unrelated inspector was showing as locked on the order, since it prevented rescheduling.
