Portal timeline CTA confusing for users

The "Create repair list" call to action in the portal is misleading because it sends users to the repair list section in the portal rather than clearly directing them to build the list through the report.

Update or remove the hyperlink and rewrite the copy so the next step is more obvious.

Similarly the 'View Report' CTA causes similar confusion for clients/agents/inspectors. It seems that end users are expecting the report(s) to open when this is clicked.
