Plumbing: yes/no for key questions and only show text when there is a comment

Users have reported that in the plumbing section, questions regarding the pressure relief valve and the location of the water heater are reading "NA" and need to be a clear "yes" or "no". The general condition section also shows "NA" and needs to be fixed. In addition, information that was not checked (e.g. "year was installed") is incorrectly being pulled in and labeled "NA," as if the system pulls text whenever there is a comment; users want that text to only appear when there is an actual comment for that item.

Why it matters: Plumbing answers and general condition need to be accurate and unambiguous, and unchecked fields should not appear as NA when they were simply not filled in.
