Let inspectors add repair list items for the agent to see in their portal

Users want inspectors to be able to add items to a repair list during or after the inspection so the agent can see those items in their portal and use them for quotes or follow-up.

Why it matters: Agents get repair context directly from the inspector instead of re-gathering it later.
