Let admins permanently delete a job instead of only cancelling it

Users want a way for scheduling admins to hard delete a job so the data is permanently removed from the system, not just cancelled or soft-deleted. Today they can cancel jobs, but cancelled jobs still exist in the database and show up in lists; there is no option to fully remove a job when it was created in error or should be gone. The requirement is that only users with scheduling-admin permissions can perform this delete.

Why it matters: Scheduling admins need to clean up mistaken or duplicate jobs with a real delete, without leaving cancelled records in the system.
