Keep the repair list panel open after clearing all items

Users want to clear all items from a repair list (e.g. Electrical or Handyman list) without the repair list panel closing. Right now, when they use the clear option, the list clears and the panel closes, so they have to open the list again to start a new one or continue working. They'd prefer the panel to stay open with an empty list so they can stay in context.

Why it matters: Inspectors and office staff often switch between multiple lists or start a new list right after clearing; keeping the panel open reduces extra clicks and confusion.
