Hide inactive sidebar in PDF-only report view

PDF-only reports should not show navigation or section controls that no longer do anything.

During review of the PDF-only report flow, the team noted that the report still shows section navigation on the side even though the content is just a PDF. Those navigation items are effectively dead and make the experience feel unfinished and confusing. The suggestion was to collapse that area away or otherwise remove the inactive controls in PDF-only mode.
