Default payment and agreement sections to expanded when incomplete (client portal)

Users want the client portal to show the payment and agreement sections expanded by default when they are incomplete (e.g. unpaid or unsigned), instead of collapsed. Right now the payment box stays collapsed even when payment is still due, which does not draw the client's attention to what they need to do.

Why it matters: Surfacing incomplete payment and agreements encourages clients to complete them and reduces missed payments or unsigned agreements.
