CC expiration dropdown shows invalid values

On the payment form, the expiration month and day selectors do not show valid values, preventing completion of credit card payment. One field shows 0 and the other shows 1 values when clicked.

Payment was collected by phone. There have also been multiple reports of this for SE Region brand instances.
