Cannot reorder service roles in NHI

The order of roles cannot be changed in the Service Roles settings. Catherine Lemoine reported that Neil recorded a video showing the issue, and testing indicates it appears to happen only in NHI.

In the video, adding Listing Agent, Client's Agent, and Client places Client in the middle of the list, and dragging Client to the first position does not work.
