Bug: Equipment Count on workorder not saving manual override

When a quote is created for a service that has an associated equipment count and a modifier to change the default count there are times where the user will want to override the equipment count that auto populates based on the modifier. Currently when the quote is saved, after the equipment count is manually changed, the equipment count returns to the count calculated by the modifier, even though the price correctly reflects the desired change in the equipment count.

This could impact inventory for reusable equipment and cause the inspector to deploy the incorrect number of units on a particular inspection.
