Allow pre-completion document uploads without triggering actions

Some brands upload an informational report about a day before the main inspection report. In the current action flow, uploading that document triggers actions configured to run at completion time. Client-visible documents should be able to be uploaded before the main inspection report is completed without firing completion-based automation.
