Allow Managers to delete scheduler notes on workorders

Feature request: allow managers to delete scheduler notes on workorders, including notes created by someone else. Currently only the creator of a note can delete it, which prevents removing incorrect scheduler notes. Need a 'Delete Notes' permission.
