Allow duplicate Spectora report templates without duplicate services

Users need a way to add multiple instances of the same Spectora report template natively in Attik without also adding multiple instances of the same service.

Currently, the only workaround is to add the report template on the Spectora job and then use the sync Spectora job feature.

This feature will also be useful when onboarding future acquisitions who will be transitioning from Spectora.
