Allow changing cancelled inspections to confirmed

Need a feature to change an inspection's status from cancelled to confirmed. This is useful when restoring a cancelled order is more appropriate than rescheduling it, such as when the cancelled job is in the past or when payment has already been collected or an agreement has already been signed.

Restoring actions flows when moving from cancelled to confirmed is important.
